Follow the upper radiator hose from the radiator to the engine. The upper rad hose is attached to the thermostat housing at the engine. You need to drain some coolant out of the radiator, remove upper hose from thermostat housing, remove the bolts attaching the housing to the engine, remove the housing and remove the thermostat. Take note which way the thermostat comes out, you want the spring end to go inside block.

The speed sensor on a 1999 Taurus is on top of the transmission. It is located directly under the number 2 cylinder.
The 1999 Ford Taurus does not have a radiator cap. Coolant is added by using the over flow bottle instead of a radiator cap.
I am not completely familiar with the Taurus, but if you follow the top radiator hose (thick one) back to the engine block, the housing should be located at the point where this hose meets the block. The thermostat is located here inside the Thermostat Housing.
The coolant temperature sensor is located near the thermostat housing. The sensor is gray and sits alongside of the temperature sending unit(for your gauge) which is usually brown.
