I have a 1995.5 Rodeo and had to replace the turn/hazard flasher. It was definitely designed for you to have to take it to the dealer or the automotive professional. It is located under/behind the dashboard directly behind the upper far left air vent. You will have to remove the lower dash cover (5 screws) and then unattach the hood latch and the lighting rheostat from the cover. Lay on your back from the driver floor board and extend your right hand far up to feel for the flasher. It is waayyyy up there behind the air vent. Removing it is easier than replacing it

If your hazard lights don't work but your turn signals do work it could be that your Hazard Lamp Flasher needs to be replaced. Your car has both a "hazard lamp flasher" and a "turn signal lamp flasher". Your "turn signal lamp flasher" is working but your "Hazard Lamp Flasher" may not be working. Buy a new "hazard lamp flasher" and install it. The hazard lamp flasher is located behind the instrument panel to the left of the steering column.
The flasher is part of the hazard light switch.
