It is located in the relay box behind the lower dash under the steering wheel, in alignment with drivers right knee. (right hand drive) You have to remove the screws that hold the panel on and take panel right off. If you remove fuse box cover, look behind and you can see them. Fuse box cover is on the end of the dash board. Hope this helps I'm answering my own question here. It's located behind the hazard lights switch. You have to pop out the old one with a flathead screw driver. Remove it and simply place the new one on. You might need some needle nose plires to pull the actual relay out and also to pull out the connecting end. You might have to play with it for a lil while but it should come completely out. If you still have a hard time just take out the glove box and reach around the tight spots until you reel for thr cords on the connecting end. I did all this in about 30 minutes and saved a lil over 100 dollars. The relay itself cost about 26 dollars at the vw dealership.
