it maybe under steering wheel to the left need to undo 3or4 screw,s all the relay,s are there,
Its in the emergency flasher module in the dash. The module is the same as the switch you toggle to turn the emergency flasher on/off.

the relay is located within the hazzard flasher switch. If faulty replace flasher switch and it will sort out the problem

The turn signal relay is part of the emergency flasher switch. Using a small pick tool you simply pull the switch, located in the center console right in front of the shifter knob, straight out. The relay is part of the switch and is replaced as a unit. Once the switch is removed simply unplug the connector on the back of the switch.
The main hazard switch also contains the flasher relay.

replace the flasher unit ,there should be one for the emergency flashers close to the turn signal flasher.....so turn on your emergency flashers and follow the clicking sound and im sure youll find the turn flasher right next to it If one or the other is on solid and won't blink it is likely the bulb assembly. Follow the directions for changing the bulb to free it from the lens case. There is a metal bar on it that you can press to disconnect the bulb assembly from the wiring harness. To verify that the bulb assembly is indeed the problem, you can change it with the working one on the other side, and see the problem move. Take the assembly to a Volvo dealership and buy a new one (mine cost $15 in 2010).
I believe that it is behind the ashtry below the fuses. I stumbled on the broken flasher cannister there.
