Its in the emergency flasher module in the dash. The module is the same as the switch you toggle to turn the emergency flasher on/off.

The turn signal relay is part of the emergency flasher switch. Using a small pick tool you simply pull the switch, located in the center console right in front of the shifter knob, straight out. The relay is part of the switch and is replaced as a unit. Once the switch is removed simply unplug the connector on the back of the switch.

replace the flasher unit ,there should be one for the emergency flashers close to the turn signal flasher.....so turn on your emergency flashers and follow the clicking sound and im sure youll find the turn flasher right next to it If one or the other is on solid and won't blink it is likely the bulb assembly. Follow the directions for changing the bulb to free it from the lens case. There is a metal bar on it that you can press to disconnect the bulb assembly from the wiring harness. To verify that the bulb assembly is indeed the problem, you can change it with the working one on the other side, and see the problem move. Take the assembly to a Volvo dealership and buy a new one (mine cost $15 in 2010).
I believe that it is behind the ashtry below the fuses. I stumbled on the broken flasher cannister there.

The flasher is located behind the drivers side plastic panel covering the fan motor (center consul) under the dash. If you remove the panel and look to the bottom right-hand side where the panel was, you should see a black rectangular block about 1" by 1" by 1-1/2" tall. It has 3 prongs on the connection when the wires are removed. Hope that helps.
I am in Australia so it is right hand drive but the flasher unit is located behind the bonnet latch on the far right hand side of the vehicle. Might be left for you but you have to remove a plastic cover under the steering wheel. Then the flasher is located at the top of a fuse box under the dash. you would have to lay on the floor of the vehicle to be able to see it. Take a torch, it's a bit dark.
First step - check the fuses. Second step - remove the light bulbs from the sockets, and check for corrosion. Clean any up, and apply a little dielectric grease to stave off future problems. Step three - if the first two steps don't help, the flasher relay is defective. You will need to replace the hazard light switch assembly, since the signal flasher is contained within it. When you look closely you will see a black relay with Flasher unit on it Kind regards Pierre try prancingmoose.com and look for one there. I did a search online and found one for like 25 bucks.
