If the 11 Confederate States are excluded, then a number of loyal Union States had legal slavery. These States were:
A. Missouri;
B. Kentucky;
C. West Virginia;
D. Maryland;
E. Delaware; and
F. Washington DC.
G. I include the US Capital city as this was the most egregious affront to the supposedly anti slavery group of Radical Republican anti slavery abolitionists. The rational of President Lincoln of not outlawing slavery in this city I have yet to find.
