Spain. In their struggle to retain Cuba in 1895, the Spanish came up with the idea of "concentrating" civilians into one place to make them easier to control.

The concentration camp in the modern sense (i.e. not including "Indian reservations" and the like) were created by the Spanish and then retained by the Americans in Cuba and the Philippines in the Spanish-American war as a means of controlling the local populations.

The clue is in the name being a Spanish word reconcentrados (reconcentration camps) the equivalent English term would usually be internment camp (although the term concentration camp was borrowed from the Spanish context in South Africa).
