Generally speaking, when the President of the United States lawfully exercises presidential power, he or she does not do so pursuant to any Amendment, but instead, pursuant to Article II, Section II of the United States Constitution. However, the 12th, 20th, 22nd, 23rd, 24th, and the 25th Amendments to the U.S. Constitution also impact the Executive Branch and/or the Presidency.

Specifically, Section 3, which states, "Whenever the President transmits to the President pro tempore of the Senate and the Speaker of the House of Representatives his written declaration that he is unable to discharge the powers and duties of his office, and until he transmits to them a written declaration to the contrary, such powers and duties shall be discharged by the Vice President as Acting President."

When the 16th amendment was passed on February 3rd, 1913, the president was William Howard Taft. When the 17th amendment was passed on April 8th, 1913 the president was Woodrow Wilson.
