No such place exists on the planet. More than 75% of the Earth is comprised of water. The driest place on the planet is the Atacama desert in southwest Chile where the average rainfall is 0.04 inches per year, yet even here there is water.

What the questioner may be asking is more accurately, "How many countries do not have access to clean drinking water?"

Even this is difficult to answer, as everyone can relatively easily obtain clean drinking water with very low tech means. In fact, the whole metropolitan area of London, England uses one of the easiest and most common low tech means of purifying water, sand filters.

A sand filter is nothing more than a large box or tank with a base constructed of a series of drains, covered with fine pebbles, then coarse gravel, coarse sand, and topped with fine grained sand. Water is pooled at the top and slowly percolates through the layers to arrive at the bottom filtered and clean.

While this method does not effectively reduce or eliminate all micro-organisms or cysts, simply allowing the filtered water to stand for 24 hours or more, boiling the water for 10 or more minutes, or treating the water with iodine, bromine, or chlorine will kill them off.

Like most natural dangers, it is the lack of education that kills. Teaching those in developing areas of the world how to effectively treat surface water to render it safe would dramatically reduce the incidents of sickness and death caused by consuming polluted water.
