You could (conceivably) move to said country, and after a few years you'd be a legal citizen, then get free college :) Save like a hundred grand LOL
I heard that Saudi Arabia gives their citizens free college, all the way (even doctor)
I am confident Russia gives their citizens free university, I see most "mail order brides" have at least 2 year degrees, but I'm not sure.
