In US history, the Federalist, such as George Washington, John Adams and Alexander Hamilton believed in a strong central government. Others such as Thomas Jefferson and James Madison believed in a weaker central government so that it would not overcome the sovereignty of the individual states.

The Federalists led by Alexander Hamilton and James Madison believed the new US Constitution should formulate a strong central government. They believed that for military purposes and internal stability a strong central government was required. Many Framers of the Constitution were not happy about having a too strong federal government and to end their ears, Madison created a Bill of Rights as amendments to he new Constitution to guarantee many items already written in state constitutions.
