It's actually the entire state of ALASKA. Since it is so sparsely populated, Alaska has only one representative to the United States Congress. Its entire eastern side borders Canada, and it has a western (maritime) border with Russia, so it is by FAR the largest Congressional district on an international border (almost TEN TIMES larger than Texas' 23rd district). Also larger than TX 23 are: * The Montana At Large district, whose northern border is with Canada * The North Dakota At Large district, whose northern border is with Canada * New Mexico's 2nd district, whose southern border is with Mexico
