Yes, most of the answers on WikiAnswers are legitimate answers. You can tell if they are legit answers by the user's trust points. ID's do not have trust points, and you are taking a chance at taking their answer as legit since they do not have trust points. Most of the answers on WikiAnswers are in fact legitimate answers.

Trust points are primarily used as an indication to other users of how experienced and how trusted you are on WikiAnswers. For example if you see a user with a high number of trust points making an seemingly suspicious edit to an answer, it is most likely a useful edit. However, if you see a user with a low number of trust points deleting answers, it is more likely to be spam.

There are several reasons why people may not recommend each other:The answer given isn't good.They don't know they can recommend other users.They could feel oddly competitive about WikiAnswers and want to have the most trust points.

Typically, asking for trust points can or is discouraged. Those who earn trust points are for the most part contributing wonderful things to Answers.com which can include, nice, well organized answers. There are MANY WAYS to earn trust points though.
