You appear to be describing West Virginia - the mountain region of the slave-state of Virginia, that did not want to secede.

After Virginia seceded, these western counties organised their own secession from Virginia, and joined the Union.

I don't know whether they had to give up slavery in order to do so, but I would guess that Lincoln was ready to welcome them as a Northern slave-state, along with Missouri, Kentucky, Maryland and Delaware, who were not banned from slave-holding for the duration of hostilities.

Florida, Georgia, Alabama, Mississippi, Louisiana, Texas, South Carolina, North Carolina, Tennessee, Arkansas, and Virginia all seceded from the United States of America. Missouri, Kentucky, and Maryland were heavily pro-Confederate, but never officially seceded.
