You appear to be describing West Virginia - the mountain region of the slave-state of Virginia, that did not want to secede.
After Virginia seceded, these western counties organised their own secession from Virginia, and joined the Union.
I don't know whether they had to give up slavery in order to do so, but I would guess that Lincoln was ready to welcome them as a Northern slave-state, along with Missouri, Kentucky, Maryland and Delaware, who were not banned from slave-holding for the duration of hostilities.

∙ 11y agoFlorida, Georgia, Alabama, Mississippi, Louisiana, Texas, South Carolina, North Carolina, Tennessee, Arkansas, and Virginia all seceded from the United States of America. Missouri, Kentucky, and Maryland were heavily pro-Confederate, but never officially seceded.
