∙ 12y agoThis is normally credited to George Washington, who refused a third term in 1796. However, Washington did so largely on account of failing health, and the first President to refuse another term as a matter of principle was in fact Thomas Jefferson in 1808.
The Twenty-second Amendment to the Constitution, ratified in 1951, formally limited the President to two elected terms of office, or a total of ten years if he (or she) became President during another elected President's term (succession). Harry Truman strongly encouraged Congress to initiate this amendment in response to Franklin D. Roosevelt's four-term election. Truman believed an unlimited number of terms would give the President (Executive Branch) too much power.

∙ 14y agoThat would be the Republicans in the 1950's because FDR had 3 terms (died during the fourth), and the Republican Congress was worried that somebody in good health could achieve office for longer than FDR did, and they wanted to prevent one party (especially the other party) being in control for too long.
