England, Various American colonies, and other countries. Almost all because of the large religious tolerance the colony was founded on by Roger Williams. The religious tolerance is a product of the ideals of the founder roger Williams and the 1663 charter given to form the colony by King Charles II of England which stated, "to hold forth a lively experiment, that a most flourishing civil state may stand and best be maintained, and that among our English subjects, with a full liberty in religious concernments"

There was a major Exodus from Massachusetts where Puritan theocracy had held and used a heavy hand. Every colony had residents who did not quite fit the religious mold of local government. Shunned Quakers made it their new home and the Mother Country had a wide following of New Protestants and Old Catholics that were a troublesome lot and were sent packing. It was also a golden opportunity to empty the prison system of debtors and petty crooks.

The advantage and perhaps the curse of bringing in settlers from the New World was that they were individuals with property, servants, slaves and hard currency who had lived as free men ant therefore along with their other baggage they brought opinions and ideas of what could and should be the role of government and what could and should be the relationship between the Citizen and the State. These were thinkers and doers. They were not serfs and they would never be slaves.

Why Rhode Island was founded?

Rhode Island was settled by colonists who were forced out of Massachusetts. The First of these was Roger Williams, a minister. Williams felt that people should not be persecuted for their religious practices. In his view the government should not force people to worship in a certain way. Williams also believed it was wrong for settlers to take land away from the natives. The ideas of Roger Williams caused him in 1635 to be banished by Massachusett's leaders. In 1636, he fled to the south and founded Rhode Island.
