He was a Russian Czar who introduced Western languages and technologies to Russian elite. He moved the capital from Moscow to St. Petersburg
He was one of Russia's greatest reformers. In 1682 Peter became the ruler of Russia though he ruled under a half sister Sofia until 1689 and under his mother until 1694. Peter then became the sole head of Russia, a land locked country. He got a port on the Black Sea but found he could not enter the Middle East because the sea was dominated by the Ottoman Empire. He went to the west to get help in declaring war against them but failed. However when he was coming back he was recruited for The Great Northern War which he won against the greatest power of that period in Russia, Sweden. This put Russia on the world stage. He wanted to westernize Russia so that he could trade with Europe. He changed the clothes and social customs of the Russian people, built St. Petersburg, introduced new agriculture and factories and encouraged trade. He reformed the military ranks and domestic laws as well as the infrastructure of Russia.
