There was Augustus Casar, then the 5 Good Emperors (named the Good Emperors because they adopted their successor long before they died, meaning there was no civil war for the title of Emperor for their time period. Augustus to the last of the Good Emperors was the Pax Romana, or Roman Peace. The Good Emperors were as follows; Nerva, Trajan, Hadrian, Antonius Pius, and Marcus Aurelius.) Next was Diocletian, who seized complete power and turned Rome into a military Dictatorship. Then was Constantine, who moved the capital from Rome to the town of Byzantine, which he renamed Constantinople. Then the final emperor was Romulus Augustulus, and under him the western half of Rome fell, but the eastern half (renamed the Byzantine Empire) lasted another thousand years. Those aren't all the emperors, but they are the most famous.
It depends on the time you are referring to. During the monarchy, the kings had absolute power, during the republic a dictator would be appointed with absolute power, and during the principate, the emperor had absolute power.
