Sir Robert Baden-Powell put in efforts to start the Boy Scout program in the United Kingdom, and through a charter granted by the British Parliament, the Scouting Association was started. It was created in the United States after Chicago publisher W. D. Boyce was in Britain and got lost on a foggy street. A boy, now known as the "Unknown Scout" helped Boyce to his destination. The Scout refused Boyce's tip, and explained that he was a Scout doing his daily good turn. Boyce later met with General Baden-Powell, and when he came back to the United States he incorporated the Boy Scouts of America on February 8, 1910. In April of the same year, Boyce turned the program over to the YMCA for further development. The executives included Ernest Seton, the creator of the Woodcraft Indians and Daniel Beard, who founded the Sons of Daniel Boone. Both of these organizations merged with the BSA in it's early founding. James West, who became the first Chief Scout Executive in 1911, was another executive at the founding of the BSA.
In short, Lord Baden-Powell created the Scouting Association in England, which was the first Boy Scouts Association in the world. Through W. D. Boyce's experience and idea, the Boy Scouts of America was created and it was further developed through the YMCA and other small organizations that merged with the BSA.

If, however, you are referring to American Boy Scouting, the first Chief Scout Executive (and the businessman who supposedly pioneered Scouting) was Ernest Thompson Seton.
