Different Presidents have accomplished many different things, and there is no way to determine who is definitely the most productive. Many historians believe that the first President, George Washington, without whom the US would not even have existed, was the most productive. Some would say that Franklin D. Roosevelt, who successfully dealt with both the Great Depression and WW II, was the most productive. I am sure that some people, who credit Ronald Reagan with the successful conclusion of the Cold War, think that Reagan was the most productive. Abraham Lincoln preserved the country through the Civil War, and although he did not personally end slavery (which required a constitutional amendment) his actions were of central importance in bringing slavery to an end in America, which was certainly a very productive and necessary development. Those are the leading candidates.
