Connections get corroded and loose, causing resistance which causes the wires to heat up and melt.
Passenger side floor board. Open passenger door, look up and foward towards firewall. There are 2 screws holding it in the blower box. It has a 1X3 5 pin connector.
Check the blower motors ground and power in the truck and the blower motors resister......

I belive it is located down under the dash on the passenger side. the older dakotas where mounted on the passenger side of the fire wall. a blower motor resister is usually located close to the actual blower motor.
Anywhere you see more than two wires twisted together, you have a wire harness. There are many on a 1999 Dakota.
Under the dash below glove box. You will see the blower motor and it's to the left of it. You will see a wire harness going to it.
You have power but make sure that you also have a good ground and if so then you will need to check both the blower resister as well as the blower switch..........
It's on the bottom of the passenger side dashboard, visible when looking up from the floor. It is about 1" x 3" and will have a 5-wire harness attached and be retained by two screws. It's also one of the easiest things you'll ever have to replace. Just disconnect the harness, remove the 2 screws and slip the module out. Reinstallation is just the opposite.
Which resistor? If you mean the blower motor resistor (a common issue), a faulty one will usually leave you with only one blower speed (usually high) or no blower speeds at all. When you inspect the blower motor resistor, which should have a 5 or 6 - wire harness connected to it and should be mounted on the engine side of the firewall on the passenger side near the top, you will often, but not always, find that the wires or resistor are showing signs of excessive heat damage such as scorching or melting.
open hood-look at firewall just above the valve cover on pass side. Resistor will be about 3 in long by 2 in with wires going to it.
