Unplug you wires on the back of you headlight. Look for any corrosion. If there is corrosion replace the plug, make sure that you put the wires back like they were or you will have problems. If there isn't corrosion start tracing wires with a test light for power. Stay a way from the wires under the dash that are in a YELLOW jacket, those are your airbag wires. If you probe those you will have bigger problems! Like needing a new pair of paints! If you are unable to trace out your problem consult a reputable shop for assistance.

Check the fuse for the headlights. It is probably open.
The headlights work on a totally different relay than the parking and fog lights. The headlight relay or headlight fuse is usually blown when only the parking and fog lights work.
Dipped headlights usually refers to your low beam headlight. If you're talking about light bulbs, then yes, some manufacturers use headlight bulbs which are also being used for fog lights. However, externally, dipped headlights are your low beam headlight.

Turn the headlights on the whole way, then push the headlight knob back in, leaving the parking lights still lit. This will hold the headlights up, without having them turned on.
Check the fuses. If they are good then you will have to replace the headlight switch.
I would start with replacing the head light switch
Either the bulbs are out, there is a grounding issue in the tail lights, or the headlight switch needs to be replaced. Do the side markers work? If no then it's probably the switch. If yes, then start checking for a bad ground wire on those tail lights.
