There are two reason outside nations (like the Chinese) are able to rip off Africa so easily.
The first reason is that virtually no country in Africa has a true constitutional government. Therefore there is no supreme 'Law of the Land' in effect so almost every African head of state (if not above the law) is the law. This makes it easy for foreign nations or their companies to bribe government officials to secure cheap Natural Resources, or in China's case, buy cheap resources while selling expensive military hardware that Europe or the USA are loath to sell in Africa for fear doing so will lead to more African wars.
The second reason is that most African Nations have a Colonialist past. Many if not most of Africa's ruling elite were educated in Eastern Block Countries like the USSR, Cuba, China, etc. These African exchange students' education was based on denouncing Colonialism, or Neocolonialism as the Earth's greatest current problem. This gives Africa's leaders (if they already didn't have one) a ready made booger man to blame for all their peoples' current problems. Taking the heat off the leaders.
