In Hamas' Jihadist conception, only Muslims should be in power in the State and any non-Muslim minorities should have a secondary role if they should have one at all, whereas Jews are too "uppity" in having created a state (Israel) where they are in the dominant position. Second, Israel is situated in territory which used to be governed by Muslims for nearly 1300 years (with a century-long break under the Crusader States). As a result, Israel is considered a usurpation of historical Islamic authority whereas European countries (for example) never had Islamic authority before. Hamas believes that all of Israel should be eliminated and there should be a single Palestinian State from the Jordan River to the Mediterranean Sea. They further harbor intense Anti-Semitic views and actively promote the idea of ethnically cleansing the Jews out of Israel.

It is for these reasons that Hamas consistently attacks Israel.

Specific Qur'anic Analysis
Since Israel, according to Hamas, is fulfilling exactly the obligations of Surat Al Baqarah 2:191-193:. For them, Israel has expelled Palestinians from their land. There is a struggle in the Palestinian Territories for freedom. They have not ceased to occupy the lands that they currently control and they have not capitulated religiously to Islam. Therefore, aggression is entirely legitimate. Additionally, Hamas is an incredibly Anti-Semitic organization, actively citing Hadiths which call for the eradication of Jews.

Q: 2:191-193 (Translation Sahih International): 191And kill them wherever you overtake them and expel them from wherever they have expelled you, and fitnah [struggle] is worse than killing. And do not fight them at al-Masjid al-Haram [the Great Mosque in Mecca] until they fight you there. But if they fight you, then kill them. Such is the recompense of the disbelievers. 192And if they cease, then indeed, Allah is Forgiving and Merciful. 193Fight them until there is no [more] fitnah and [until] worship is [acknowledged to be] for Allah . Israel did not have any war with any "Palestinians"; the recent clash was between Israel and the terrorist group of Hamas that usurped the power in Gaza and, supported by another terrorist group called Islamic Jihad, was shooting rockets on Israeli cities.
