They aren't necessary but they are thought to be beneficial: the lower house is responsive more directly and more immediately to the public and its whims; the upper house is more deliberate and slower to make decisions and thus less rash. Each house balances the other out.

So, California has 47 members in the House, while New Hampshire has 2. States are accorded two Senators apiece, and that's all they're allowed to have. Each chamber has the right to introduce new legislation, but both chambers must approve new bills (potential laws) before submitting them to the President for approval or veto. Senators can be called guardians of the Republic; as Cabinet members, Ambassadors, Judges, etc are confirmed by the Senate. Only the House can introduce new spending bills; like the federal budget, or foreign aid, or a cap on student loan interest. The Founding Fathers set it up like this so no branch of the Federal government can overpower the other two.
