Tsunamis generally require a king of plate boundary called a subduction zone, which forms where two plates collide underwater. The San Andreas Fault, the plate boundary which runs through California, is mostly on land and the plates slide past each other rather than into each other. Such a boundary will not trigger a tsunami.

The Atlantic Ocean is a fairly low-intensity area for seismic activity, so there are no major earthquakes (which would be necessary to spawn tsunamis). Also, the Gulf of Mexico isn't as deep as the open ocean, which would dissipate the energy of a tsunami. Finally, the Texas coast is flat and open, which also dissipates tidal action.

This type of plate movement does not cause significant vertical movement of the seafloor. Additionally, much of the main fault in Californian is located on land, not underwater where it could trigger a tsunami. Most tsunamis are associated with subduction zones, where one plate slides into and under another.

Most tsunamis result from earthquakes that occur at subduction zones, where one tectonic plate slide under another. There are not many areas of subduction in the Atlantic, and the few that are present are not well-positioned to send tsunamis to the U.S. By contrast, the Pacific Ocean is bordered by many subduction zones, a number of which could generate tsunamis that reach the West Coast.

There are actually. California was affected by the Tsunami that struck Japan in March 2011. 1 person on a California beach was killed.

Lesser waves DID hit California. Santa Cruz's piers were torn to pieces, and dragged numerous boats into the sea. See the video below of the tsunami wave receeding in Santa Cruz.
