While running, the clutch must engaged before you can shift into a gear. While off and sitting, the clutch does not need to be engaged to shift. The car is stuck in 5th gear?
the gear shift might just go inside the tranny and shift the gears internally.

First off can you feel it shift through all the gears while off (not running). Second off while running can you shift through the gears or does it grind while trying to shift through them. If it grinds when you try to shift then your clutch is shot. Good luck
It changes the shift pattern of the transmission. You want to have this switch off at all times unless you are hauling some weight (i.e. a trailer). If you switch it on you will notice the transmission will delay the shift to ensure there is enough power to compensate for the added weight.
