Why can't you shift into 1-4 R on a 5 spd 1990 Suzuki Sidekick while running but can go through them fine while its off?

While running, the clutch must engaged before you can shift into a gear. While off and sitting, the clutch does not need to be engaged to shift. The car is stuck in 5th gear?
