Second improved answer: War historians are not puzzled by the question. Although the Soviets were commonly called one of our "Allies", that is not entirely true. The Soviets (Stalin) were really only co-belligerents fighting against German, Italy, Finland & other European Axis nations, and not Japan. Stalin's priority was defeating Hitler (after he was attacked in June 1941) & occupying Eastern Europe. Japan decided in 1941 not to attack Stalin & help Hitler. This Japanese decision doomed Germany & Japan, and freed Stalin to concentrate on the European War. It also allowed Stalin to receive large amounts of American aid from Canadian & US West Coast ports directly to Vladivostok, Siberia. Because these American made ships had Soviet flags on them, the Japanese were forced to allow this shipping to pass through their areas of control (North Pacific Ocean) on to Vladivostok unmolested.
After Germany was defeated in May 1945, then Stalin was free (unknown to Japan) to Declare War on Japan at a time of his choosing. Stalin was content to allow the Americans, British & Commonwealth forces to absorb large casualties in the meantime without helping.
