In June of 1942, the Japanese attacked Midway Island for two reasons. For one thing, they sought to draw out the American navy so as to inflict a decisive defeat upon it. For another thing, they sought to establish a forward base from which to make further attacks upon American territory and also to prevent any additional American attacks upon the Japanese home-islands.

In World War II, just six months after Pearl Harbor, the Japan set out to capture Midway for two reasons. First, it would give them a defense post close to Hawaii that could help prevent any American naval excursions into the Home Waters of Japan. Second, it would provide a staging base that could be used for an invasion of Hawaii or perhaps even the west coast of America.

Yes, the Japanese did attack Midway Island during WW2, as ordered by their leaders.

However, the leaders mostly stayed behind in Japan, or on their flagships far behind the attack. It was Japanese naval officers and men who attempted the attack, following orders, and were sunk or driven away by an American task force.
