In the 21st century, being able to clearly communicate and express yourself and your thoughts makes you more useful and more valuable not only as a person, but also as an employee and member of society. Even at home with one's mates and children, a clear and consistent communicator who quickly gets his intentions and ideas across is just as important to eliminating frustrations due to misunderstandings. Also, in contractual negotiations, or even understandings between friends, a good communicator who is adept and skilled in using the English language has an upper hand over someone who has a limited vocabulary and is weak in proper sentence structure. A common example is dropping articles (a,an,the) and mis-matching singular/plural verbs to singular/plural nouns.

Why did people put so much emphasis on skillful use of language in Shakespeare's time?

People in Shakespeare's day had to be very careful what they said. Say the wrong word and you end up in a torture chamber. Therefore they had to be very clear and careful about what they were saying. At the same time, they sometimes tried to say things ambiguously when it suited them. A Catholic priest actually published a book in 1605 on how to be an "equivocator" and say one thing when you mean something else. But most of all, the Elizabethans delighted in language. They loved new words, wordplay, puns, and beautiful ways of expressing things. This may be difficult to understand in a time when we very rarely try to make anything beautiful, especially our language, but it was a very real factor in the way people expressed themselves for many centuries.
