The initial expansion of Rome into the Mediterranean was a gradual and slow process and was mainly the results of wars she fought, rather than a pre-planned design of imperial expansion.

Rome's expansion into central and southern Italy occurred as a result of the three Samnite wars (343-341 BC, 326-304 BC and 2980-290 BC) which she fought against the Samnites who lived to the south of Rome. Rome did not annex the peoples of these areas. Instead she established alliances in which these peoples supplied soldiers to Rome.

Rome established control over the western basin of the Mediterranean as a result of the three Punic Wars (264-241 BC, 218-201 BC and 149-146 BC) which she fought against Carthage. The first was was started by tensions created by some mercenaries in northeast Sicily and developed into a struggle over the control of Sicily between Rome and Carthage. In the second war Hannibal, a Carthaginian general, invaded Italy but was defeated and Rome took over the Carthaginian territories in southern Spain and gained control over the western Mediterranean. Rome's objective in the third war was to destroy Carthage.

Rome's expansion into the eastern Mediterranean started with the annexation of mainland Greece (146 BC). This was due to Rome having been drawn into wars between Greek states to support allies she had made in Greece. Rome wanted to end the instability as secure her control over the area.

Rome's expansion into Turkey was the result of the bequest of two kingdoms in western Turkey to her and the three Mithridatic Wars (883-84 BC, 83-81 BC, -and 75-63 BC). King Mithridates VI of Pontus (a kingdom in northeastern Turkey) wanted to expand into Turkey and tried to turn Rome's allies against her.

The Roman Empire started as just another small faction in Ancient Italy. But they were different because they accepted everybody, from anywhere, into Roman lands to get a fresh start. This lead to many different ideas and influences in Rome

There were people living in the seven hills area, farming at the beginning of the First Millennium BCE. It built up as outcasts from other cities took refuge there. There are legends of Romulus and Remus 'founding' Rome, and Trojan refugee Aeneas being their ancestorbut there was this settlement building up. The story of Romulus and Remus founding the city is a weak one, as is their suckling by a she-wolf - prostitutes were not allowed in the city, and used to howl like wolves outside it to attract customers, so its a good guess that they were the progeny of a prostitute, with the wolf story glamorising what might have been a more sordid real story.

The best response is that it built up over hundreds of years from displaced people from Latin cities gathered there and progressively established their own city.

The Roman empire was begun as a result of trade. First of all you subjugate your neighbors to except your terms, you become wealthier. and as time goes on the wish for trade and wealth expands into the need for power.

Another View:

The cities of Italy produced more male children than they could feed off limited land. They therefore tried to steal land from each other. Rome was the most successful land pirate, and progressively dominated peninsular Italy. It then became involved in Sicily caming into conflict with Carthage, its former ally, and in three wars defeated it and so began to have an overseas empire.

Its success attracted some of the Greek states to seek Roman assistance in their wars against each other, and so Rome moved from one success to another, expanding around the Mediterranean Sea, then north into Europe, until Augustus decided that he had to establish defensible borders and began to limit the ongoing expansion which a combination of succussful military force and a penchant for successful government had given them.

They did not set out to create an empire. At some periods they actively avoided expansion, but the various stages of expansion led to further stages whether they wanted it or no. It was the outcome of opportunity and capability which grew on itself.
