in the 80s BCE Sulla as dictator organised a settlement, and after a couple of years, retired with as he thought, the problem fixed. It came back, and after the problems of mid-century, Julius Caesar as dictator thought he could solve it, learning from Sulla's premature exit, by making himself dictator for life to ensure continuing internal peace. That problem was easily solved by the ambitious by terminating his life. After the following chaos, Octavian ruled from the background, sharing power with the Senate. He avoided the contamination of Dictatorship/kingship by calling himself the neutral titles of Augustus and Frist Citizen, but keeping a controlling hand through retaining the powers of tribune of the plebs, pro-consul outside Rome, and keeping the border provinces for himself - and that was where the army was. It worked for 200 years.
