Why did the Romans change their form of government?

The Germanic invasions of the late 2nd Century BCE oerwhelmed the tradition recruitment of the legions from small landowners, and was expandd to include the landless. After their termof service, these landless turned to their general to look after them and get them land for a living. The generals used this large client base to promote their own interests, causing the disruptions leading to the civil wars.

in the 80s BCE Sulla as dictator organised a settlement, and after a couple of years, retired with as he thought, the problem fixed. It came back, and after the problems of mid-century, Julius Caesar as dictator thought he could solve it, learning from Sulla's premature exit, by making himself dictator for life to ensure continuing internal peace. That problem was easily solved by the ambitious by terminating his life. After the following chaos, Octavian ruled from the background, sharing power with the Senate. He avoided the contamination of Dictatorship/kingship by calling himself the neutral titles of Augustus and Frist Citizen, but keeping a controlling hand through retaining the powers of tribune of the plebs, pro-consul outside Rome, and keeping the border provinces for himself - and that was where the army was. It worked for 200 years.
