The Romans had started to move their Empire eastwards as Alexander the great had done with the Greeks. They had given up on what Western Europe had to offer them, and a fantastic example of when this was definitely happening was at the death of Caesar. The Empire was divided into three parts: Rome and the West of Europe, Spain and North Africa, and Turkey and the modern Middle East. The guys with Spain, Africa and the Middle East were happy with their deal, but the person who had been handed Rome itself was really angry. Soon after, the Romans completely abandoned their 'Capital' and followed the Catholic Church to Turkey. When the Goths arrived, having decided that Gaul and Britain weren't good enough for them they simply pillaged a city which had been given up on by its inhabitants long ago. It wasn't until the Renaissance that Rome became 'fashionable' and church and culture moved back.

First of all you say the capital of the Roman Empire. Rome was (as still is) a city and thus cannot have a capital. Constantinople was in the eastern part of the Roman Empire and Constantine ruled from this city (which he named after himself). After Constantine there were often co-emperorships (this had also occurred before him) with an emperor in charge of the eastern part and one emperor in charge of the eastern part. The imperial seat for the west was Milan, in Northern Italy. Therefore, power went back to being distributed between the two parts of the empire. The city of Rome had already ceased to be the seat of power before Constantine. This was because it was too far from the frontiers of the empire which needed defending. Milan had already been the key strategic post for the defence the frontiers along the River Rhine and on the upper Danube.
