Most wanted the addition of a Bill of Rights. Others thought that it gave too much power to the central federal government, at the expense of the states.

Several states did not ratify the Constitution right away because they felt the federal government had to much power. Once the Bill of Rights was added, the states that were hesitate ratified the Constitution.

They did not wish to give up power to a federal authority. The most powerful states like New York and Virginia were the last to ratify the US Constitution for exactly this reason.
