My 1995 does that also ! I took it to the dealer and one of the fellows spent almost an hour and a half checking the brake system out and could not find anything wrong. He figured that one of the ABS sensors was going bad but until it turns on the ABS light in the guage cluster there was no way of telling which ABS sensor it was , because no codes showed up when it was scanned. (P.S. - he knows that I will bring it back there when the ABS light finally comes on so he didn't charge me 1 cent for his time) I was impressed.
antilock brakes could lock up on any vehicle for various reasons. for ex, a wheel sensor/trigger wheel is dirty(mud) and the sensor can pick up the signal, the computer will not activate the antilock feature.if the antilock light is lighted on the dash the wheels will lock.

Drum brakes, and tend to develop leaky wheel cylinders which in turn cause wheels to lock up and in doing so causes antilock system to activate. Real annoying!
I hope I understand your question. Anti-lock brakes are used to keep your brakes from locking if you slam them on. If your wheels lock, your tires will skid on the pavement. This will increase your stopping time and possibly throw your car into an uncontrollable skid since one front wheel may skid before the other. Wet pavement exacerbates the problem.
Keeping the brakes from locking up will allow you to steer out of a situation.
Answer noted on another website (Search on: antilock brakes 2002 Avalanche): Person reported exact same problem with a 2002 Chevy Avalanche and had already changed both front wheel speed sensors, the rear wheel speed sensor in the transmission, and master cylinder with no fix. Answer provided by a Chevy Technician was: Similar problem noted on a 2002 Suburban. You'll need to check all of the ABS reluctor rings on the front wheel bearings and in the rear. The one that "he" worked on had a loose reluctor ring on the right front hub, causing the ABS to intermittently activate when coming to a stop.
