It is sheer decoration. In Prodestantism, there is no special significance to the altar flowers. Many times, they are purchased in honor of a particular person, birth, death, ect. It is a custom, not an ordinance.

Once purchased they are there forever. (at least it seems like forever!) I have seen a malfunctioning imitation candle tolerated next to the tabernacle for three years. A better use of limited funds is to purchase real candles, which are required, and do without flowers, which are merely a beautiful touch. Could the trend to disbelieve in the Real Presence be related to the trend to use fake flowers and fake candles on the altar?
