It is only the government, they want to help hamas so they dont have any trouble with them, also, because it is an enemy of the U.S. but the people love the U.S. and many pray that it will come help them. Some of the tax money goes to terrost organizations, though if the people speak their mind they will be killed, it happened to my uncle.

In short, Iran does not provide backing for the (Sunni) Wahhabist, trans-national terrorists groups traditionally associated with al-Qaeda; indeed, most of these groups view Shia Iran with as much suspicion as they view the US. Iran does support various movements that are capable of violence and traditionally viewed as radical but these are uniformly national movements with national ambitions, and do not operate "throughout the Middle East".
