A few options check for power and ground at the connector 12V. If nothing there may be individual fuses for each headlamp Chevrolet does, if not you looking at one of three things a headlamp switch At Fault a power distribution center or a Front Control Module all will cause your issue. Try to wiggle the headlamp switch while someone watches the bulb to see if any thing changes.
Most common cause of the turn signals not flashing is a defective flasher relay. Replace it.

on my truck on the top of the steering while caseing theres a little black switch if that's flipped just alittle bit it will cause the turn signals to not work try flipping the switch both ways and try the turn signals and see if that works
