The fan remains running after the vehicle shuts off in order for the engine to cool down. Once the motor cools down sensors trigger the fan to shut it off.
The fan is on a thermostat, causing the fan to run if cooling is required, even when the car ignition is turned off. Having said that, if you notice that the fan is running long after you've shut the engine off, you may have a problem!
If the fan keeps running it's because it is electric and wired through a temperature switch not the ignition. Electric Fan running is independent of engine running. When the temperature is high enough to start the fan, it goes on. when the temp drops the fan goes off. Temp does not drop right away when the car is turned off. On some makes of vehicle, the engine fan is supposed to keep running after the engine is shut off, if it was operating on a long trip on a hot day, for example. Come back to the car in 10-15 minutes. If the fan is still running, you have a problem. If it has shut off, all is well.
I've seen this happen in Honda's. Does it remain running for long periods of time or never shut off? If it is only running for a short time, it's cooling off your engine still because it's still really hot. There's nothing wrong with this.

There are many possibilities. More information is needed. If it's a 70's era car that's dieseling, could be the timing is off, or the anti-dieseling solenoid isn't working. If the car has had an electric fan installed recently, and won't shut off when the fan is running, the fan is not properly wired. If it's a computer controlled car, could be a problem with the ignition switch or ecm.

The coolant fan is triggered by a temperature sensitive switch. when coolant reaches a certain temp it turns the fan on. When the coolant drops below that temp it shuts off the fan. The ignition switch plays no part in the operation of the cooling fan.
