that could be almost anything. perhaps vacuum leak ,an egr valve stuck open,bad fule pressure regulator,ect.
A vacuum leak will usually cause it to idle fast. If the check engine light is on it may be the IAC motor which stands for Idle Air Control. Or the TPS or Throttle Position Sensor
The computer will control the idle speed anywhere from 550 to 1200 rpm's
A 99 7.3 F250 just has a fuel filter on top of the motor.
It is just next to the TPS (Throttle Position Sensor) on the intake manifold.

How low is low. If you have the Multiport Fuel injected engine it is normal for it to idle just at 500rpm give or take 50 prm. Anythign lower and you have a problem.

IF ITS JUST AT IDLE, CHECK YOUR IDLE AIR CONTROL VALVE IF IT HAS ONE.
I just changed fuel filter,pump,sparks plugs and wires on mine and it runs great!
Depnding on temp and loads, 600-1000 approx.
The flasher is a little silver like tube and is located under the driver side dash in the fuse box or it will be hanging from a wire and you just pull it out and plug in a new one, that simple.
You'll need to provide your year, make and model but it could be that the idle isn't adjusted properly. Often this is just a matter of turning a screw but more info is needed to give a proper answer.
