In fact it doesn't 'produce' more catalyse

By grinding up the liver, you are producing small bits of liver and therefore have more surface area. Hence providing more surface area = more opportunities for to the catalyse to go to work.

It's all about surface area to volume ratio.

The More surface area you have to volume ratio, the quicker the reaction.

(smaller bits of grind up liver, will produce a quicker reaction)

and vise versa.

Liver has many functions. More metabolic activities takes place inside liver tissues than any other tissues of the body. Metabolic reactions produce toxic wastes such as H2O2. (Especially during the digestion of fatty acids) . Catalase enzyme is needed to break down this toxic waste or else it might be harmful for the cells. Therefore, more Catalase enzymes are present in the liver to break down this toxic substances.
