Been wondering that myself for years. I was just looking under my hood for an unrelated issue and it made the noise. I can't be sure the exact source of the sound, but I believe it came from something associated with the ABS system (according to the markings on the component the sound seemed to have come from). The mystery continues...

Connect freon gauges and a freon container to the low side ac port of the 1991 Integra. With the engine running and the ac on high, open the freon valve to fill the system until the gauge reads full.
Does it sound like something is running in the rear? If so that is the air compressor located above drivers side rear tire. It is for the rear shocks.
