There is a high probability that you simply have an object stuck down there - most likely a leaf. Running the fan on the highest speed for a short time should dislodge it.

it might be that the moter on the fan is starting to go. i have had that noise on two different vehicles and it was the blower motor. and it went with in 6 months to a year.
You may be talking about the fuel vent. The evaporation emission control valve. If so, it is on the line running out of the fuel tank.
