From the factory, a 2000 Honda Civic EX engine does have VTEC on the intake side only. It does not say VTEC on the valve cover, and in stock form you normally cannot tell that it is working, but it is there.
Unless the engine has been replaced with a non-VTEC engine or you are not operating the car correctly, VTEC should be engaging at around 5000 rpm while the engine is at normal operating temperature.
