You might want to check that emergency brake is not stuck on. It is easy to check. If you can push the car in neutral then the emergency brake and brake system is not the problem.
Another thing to check for is the the CV axel hasn't come apart.
Check the Transmission Fluid - does it smell burnt and how is the color ? More importantly ...is the transmission full ? If you have a leak then the transmission will not build enough pressure to move the car.(automatic transmission)
If the car is a manual transmission then you probably have a bad clutch.
Still, even if it has amanual trans...check the brakes and the axel.

could be either transmission shift linkage not engaging reverse ( stops at neutral ) worn joint connectors sometimes cause this. or reverse clutches or gears bad inside transmission.
No it will not. It can fit, but you will need head lights, fenders, hood, grill, and front bumper from a 1999-2000 Civic. Transmission doesnt matter.

The timing on a 1999 Honda Civic can be adjusted setting the distributor to the correct angle. Setting the distributor forward to much will mess with original settings of the ignition.
