MTBs aren't deliberately made to be heavier. But they're made to be stronger. They need it, as they're meant to travel over rough ground. And the way to make them stronger is to use more material, which makes them heavier.
Of course, MTBs can also have suspension. That means more parts and more weight.
And they need wider tires for better traction on soft Surfaces. Wider tires weigh more too.
Because of the rugged terrain that mountain bikes traverse most of the time. Durability is another factor as a regular road bike would not be able to retain traction with those thin tires.

That'd depend entirely on what gear you're in, and both road bike and MTBs usually come with several gears to choose from. But, a MTB is heavier, have coarser tire treads and will give you a less aerodynamic riding positions - so for the same amount of effort you'll go faster on a road bike.
