This is typically caused by a stuck or faulty float valve in the carburetor. Usually a good carburetor cleaning will take care of it. At the worst you will need to replace the carburetor.

Spark plug wire not connected to spark plug? Spark plug wire connected to Wrong spark plug? Vacuum line disconnected? Bad spark plug or wire?
Try starting the engine, pull the spark plug out and see if it is wet with gas, if it is you might not have any spark(possible from a fouled spark plug) or it might have low compression, put the plug into the spark plug boot and set the tip of the plug onto something that is metal on the engine and turn the engine over. you should see spark, no spark=ignition problem. If the plug is not wet the engine isn't getting any gas and you have a carburetor problem.
