Check the fluid level in the Power Steering pump. If it is full the pump may be going out. Air in the pump will also cause this so bleed it. The way you bleed it is to start the engine and then turn the steering wheel fully to the right and then fully to the left around 5 times. This will bleed all air out of the system.

You may have a power steering problem.
Usually a bad bearing or loose belt.
First thing that comes to mind is the power steering pump. Ford is famous for whining power steering pumps. The noise should be present whenever the truck is running, but more pronounced when dry steering or increase in rpm.
Probably a loose belt. If it makes the sound while turning it is the power steering belt. If it is constant until the engine heats up it is either a serpentine belt or alternator belt.
Check the power steering pump for the cause of the noise. I sounds like the pump is causing the whining and is either low on fluid or possibly going bad.
Low on P/S fluid and/or air in the system.
