Your throttle could be sticking for one of two reasons;
1: your throttle cable coud be old an need repair.... (spray some WD40 in it see if that helps)
2:in side of your carb. there is either a throttle plate or a throttle piston.... inspect for particles of sand or build up of carbon... use the proper carb and choke cleaner for cleaning
3:your accelerator lever could also be damaged.
