Check the fluid level in the Power Steering pump, it may be low. Also check for excess play in the water pump bearing, the idler pulley bearing, tensioner pulley bearing and the alternator bearings.
It may also be low on Transmission Fluid. CHECK. If it is not low then the transmission filter may be cloged up.
ON the 2006 impala that whining noise is actually the electronics when you accelerate. Its more or less electronic pulses/signals My 06 Impala is the same.
Bring to a shop and have it scanned to determine problem

You can tell if the transmission, in your 1998 Chevy Malibu, is going bad. If there is a whining or clunking noise. The transmission might cause your engine to install when you are stopped with your foot on the brake.
it is the idler pully. i just replaced mine and all the whining stopped
