If you mean one of those terrible BMW's then the pump has to run all the time, if your pump stops working, then your Power Steering stops working.
as far as i know you cant put power steering in any classic/old mini 1959 to 2000 but this is unnecessary as they have light steering anyway/

Does the pitch of the noise changes as you turn the steering wheel? Then I believe it is your power steering pump and very common problem for first generation Minis. If not, i think it is your cooling fan somehow running very loud.

You may need to purchase some power steering fluid. Make sure when adding fluid to your vehicle that you keep car running.
